"Homosexuality should not have been characterized as a mental disorder in an appendix of a procedural instruction," Defense Department spokesman Lt. Col. Jeremy Martin told the Associated Press in response to public and congressional outcry over a Pentagon document listing homosexuality as a disorder. The document, called the Defense Department Instruction, listed homosexuality as a physical defect along with mental retardation and personality disorders. The American Psychological Association removed homosexuality from its list of mental illnesses in 1973.---
